Tuck early action round.

I have just noticed that if I will submit by October 12th I will receive answer by December 15th and I will be required to decide and deposit 3500$ by January 5th.

Now what about other universities results, I will not have them by that date. Therefore I have two questions:

1. If I am not depositing the money by Jan 5th do I loose my place and I will not be considered on their next round results?
True. This is their policy.

2. In that case should I apply on their first round (November 30 round)?
This makes sense. If you know you will not want to pay this amount until Jan. 5, applying in the Early Action Round is probably not the right move even though the chances of admission in this round are likely to be somewhat higher.
