The answer to the question regarding "the growth of the railroads" above is not C. It is E. And here is why:
1. The participle "determined" relates to the word or the clause before it, and not always to the subject of that clause as you mentioned, so it can very easily refer to the "local times" of the sentence.
2. The answer you chose, C, states "which were determined and … differing," which is clearly incorrect for two reasons: the ellipsis goes from "were determined" to "were differing," which is obviously incorrect, and, around the word "and" one is required to have parallelism, which is missing here.
