    Irene,

    The question is a real GMAT question, and the answer is E. ETS asks questions from all over the spectrum, requiring students to know a great deal of grammar. I gave you two reasons that E is right and C is wrong. The two answers are not equivalent . One is wrong and one is right.

    The answer to the question regarding "the growth of the railroads" above is not C. It is E. And here is why:

    1. The participle "determined" relates to the word or the clause before it, and not always to the subject of that clause as you mentioned, so it can very easily refer to the "local times" of the sentence.

    2. The answer you chose, C, states "which were determined and … differing," which is clearly incorrect for two reasons: the ellipsis goes from "were determined" to "were differing," which is obviously incorrect, and, around the word "and" one is required to have parallelism, which is missing here.
