I registered at the old age of 31. Once you request the letter via the website or via a phone call, they send it to you. You then fill it out and explain why you've never registered. They are then supposed to send you a confirmation letter specifiying that they are aware of you not registering and that it's ok.
This letter is then used by you when you need gov't financial aid (e.g. Stafford loan) or when you apply for a gov't job. It is up to the relevant department to decide if they accept this. For example, a student loan is authorized by the dept. of education.
What actually happens is that they send you a registration confirmation. So you're basically counted as if you have registered in time and you don't ever have to deal with this again. At least until world war III with China.
You don't have to get the Stafford loan. In fact last year it was more expensive than the no co-signer loans we could take.
So don't worry too much about it. Simply follow the red tape and you'll be fine. My advice is to register, ’cause you never know when it will come in handy.

Jeff,
The selective service is the US gov't way to keep track of you in case they need to call you for service. Military service.
"Almost all male U.S. citizens, and male aliens living in the U.S., who are 18 through 25, are required to register with Selective Service."
They have a special paragraph for us:
DUAL NATIONALS
Dual nationals of the U.S. and another country are required to register, regardless of where they live, because they are U.S. nationals.Now, if you fail to register you are subject up to 5 years in prison or a fine of up to $ 250,000 or so.
If you are over the age of 26, you do not need to register. However, you may not be able to get a government job or get a government loan, such as the Stafford loan.
A lot of us dual citizens don't know about that, so you can try and register at a later age and they ask you to fill out a form and send them an explanation of why you failed to register. If you convince them that you didn't know about SS and that you would have registered if you would have known, they are usually understanding and will register you. Registering saves a lot of headache even if you're not interested in the loans as it may cause some red tape with the schools. Who knows, you may end up working for the gov't.

Hi Jeff,
There are two of us dual citizens here at Darden. We've both lived forever in Israel and have gotten the Stafford 20,500 /year loan without too much difficulty.
The only issue in my way was that I needed to register with selective service, which I had no idea I was required to. I didn't even know what it was.
Is there a specific issue you're having trouble with filling the FAFSA?
